I have had this unit hooked up to my vehicle 12v system and the both lights come on and rotate freely.

The contacts inside could use a little extra solder my opinion.
The small magnets on the bottom side of this piece do hold the unit still, but I would not recommend moving any vehicle around depending on them only.
